Camden Council select datb's Local Government Platform (LGP) for Homelessness Reduction requirements

Camden Council, one of London's largest local authorities, has partnered with datb to develop a solution to meet the requirements of the Homelessness Reduction Act.

LOCAL GOVERNMENT USE-CASES

The Homelessness Reduction Act 2017 (HRA) came into force in April 2018.  It was the biggest change to homelessness legislation in 40 years and it brought in new duties to prevent and relieve homelessness.

With this new Act came a requirement to manage data relating to those that could be affected, and for detailed XML-based reporting of outcomes to central government.  Accordingly, Camden council needed a solution to this need.  We were delighted when they chose our local government platform to quickly stand-up an environment to meet this legislative requirement.

Working closely with the business has allowed datb's developers to iteratively develop an application to manage the complex business process from initial application by a member of the public threatened with homelessness, through the case management process, to the web service submission of H-CLIC reports to the Ministry for Housing, Communities and Local Government (MHCLG).

"In developing the HRA application, a number of reusable common components have been created that will in turn be used more widely across other council services and form part an overarching suite of components that will be used to develop a further pipeline of user centric applications."

The application has been configured to manage cases in 2 distinct categories; those that are homeless, and those that are about to become homeless. Where someone is about to become homeless, caseworkers will try to prevent this by intervening and attempting to re-home the individual.

If the person is already homeless the caseworker will look for a way to relieve the homelessness such as through the use of temporary accommodation. 

The entire process is all managed from within the LGP platform; when assisting the applicant the caseworkers can see all required information in a single repository, including whether they are self-referred, what money they have, whether they have any medical, or mental health issues, or a criminal record, etc.

This holistic view allows the caseworker to make informed decisions with all of the necessary information at hand.
