British Energy - Stagegate process management module

This work is the first release to a limited number of users to allow refinement of functionality through iterative development.

This new module pulls together investment planning information already held within the system and allows the entry of additional information to support an investment case.  The resulting information is packaged (using an administrator-configurable document template) into an investment submission which is managed to signoff by the system.

As the business process that this module supports is under development, it was decided that the system functionality would best be developed in tandem with the process definition to allow changes to be made iteratively to both the process and supporting system, ensuring a complete fit.
